Naswar

A sample of Naswar was examined on 24th June 2015. The samples were found to contain tobacco in a highly processed particulate form mixed with other ingredients to form a hard paste. It is used by small amounts being broken off and rolled into a ball and placed in the cavity between the gum and lip. It is not a chewed tobacco product.
Legislation- The Tobacco for Oral Use (Safety Regulations) 1992
[ Note : These regulations will be revoked by the Tobacco and Related Products Regulations 2016 ; these come into force on the 20th May 2016]  
Regulation 2 states that tobacco for oral use means any product made wholly or partly of tobacco which is

  1. intended for oral use, unless it is intended to be smoked or chewed; and
  2. is either  -
    1. in powder or particulate form or any combination of these forms, whether presented in sachet portions or porous sachets or in any other way, or
    2. presented in a form resembling a food product.

It is therefore confirmed that Naswar / Nass  is a tobacco product for oral use and thus these Regulations apply.
 
"No person shall supply, offer to supply, agree to supply, expose for supply or possess for supply any tobacco for oral use." HMRC officials have been similarly advised that this is a prohibited product.
